Beginning of a new academic experience in the University of Cambridge

2014 has been a year of a new path towards a visionary future. In june 2013, i remembered questioning myself about 2014 and beyond, what will i do, how can i shape the future starting from now (June 2013). All of the answers i get is what can i offer, what i can give in a way to challenge a new beginning to something great. The answers i generated was that i need to invest in something for me that will guarantee at least a security for the future.

I decided to look into top 5 schools in the world, if i can find something related to TEKEDU project in Moldova. There i found University of Cambridge offering 2 years part-time courses for adult learners, not really for adults but for people with busy schedules that cannot afford to go to classes every day just like me.

To cut the long story short….here i am, enrolled to University of Cambridge to study International development.after exchanges of emails with my course director Dr. Winkels, i really want to thank her for seeing the need my research topic (The role of inclusive ICT education in the deinstitutionalisation of child-care in Moldova) is relevant.

Also want to thank those that supported the realisation of this; my parent, my sister, Sandra Cavallo, David Jesse, Mihaela Iurascu, Al Kristjasson, TEKEDU founders etc….cant thank you enough!

The role of Inclusive ICT education in de-institutionalisation of child care in Moldova and Romania

 

 

1In Moldova and Romania, thousands of children are growing up in children institutions and the magnitudes are devastating for children, families and society. Most children in residential institutional care and orphanages are not orphans, but have one or both parents alive, as well as other relatives who could care for them if they were given appropriate support. In Romania and the post-soviet state Moldova, there are about 63,000 children that are institutionalized[1]. UNICEF together with government bodies and civil society organisations have planned a wide-spread agenda for deinstitutionalization which was initially drafted in the year 2000[2]. As part of Child Care Reform and inclusive education, the Ministry of Education in Moldova has approved a Master Plan of Transformation for the closure of residential institutions and has formalized its partnership with three NGOs with extensive experience in de-institutionalization: EveryChild, Child Community Family Moldova (CCF Moldova) and Lumos[3]. Children transitioning out of institutional care into families and carers may need significant support as their life skills may be limited. Failure to prepare them can cause a significant number of them to return to institutions in later life or end up in crime, prostitution or trafficking. A study in Moldova by the international organisation for migration found that young girls raised in institutions were ten times more likely than their peers to be trafficked for the purposes of sexual exploitation[4].

My aim within my academic research is to provide a deeper understanding on how the provision of ICT training to children involved in the deinstitutionalization process in Moldova and Romania can support their transition into independent living and family care, and which factors may contribute to make such training more effective and impactful. My research will be conducted in collaboration with a Moldovan organisation called TEKEDU[5]. TEKEDU is implementing a key need for self-skill development through inclusive Information and Communication Technology education. My research methodology will be focused on the collection of data and the development of appropriate critical analyses based, especially on substantial pieces of academic work expressing deeper understanding of how inclusive use of Information and Communication Technology in education and skill development will support the de-institutionalization process and contribute to protecting vulnerable children against criminality, violence, abuse and exploitation, especially for what concerns girls and children with disabilities.

The Government of Moldova launched the open data initiative in early 2011 strongly believing in its potential and committing to adopt an open data by default strategy as part of its open government action plan, despite not having an approximate estimation of the value that open government data can bring to the economy. With various efforts and commitments in place, the open data journey hasn’t been a  smooth process. Open data is not just about publishing datasets on the open government data portal. More than that, it is about government information infrastructure, exchange of information among institutions and the reuse of public information among others. The Government has already taken concrete steps in publishing data and adjusting the legal framework for data reuse, but much more remains to be done at the infrastructure level and capacity building inside the government to experience the transformational power of open data.

Officially, TEKEDU is a year old and it all started from my visit to a boarding school in Nisporeni (you can see the image above) Since then, together with the amazing team i am working with, we have managed to bring the growing NGO to its current states. Big thanks to those that have supported us right from the beginning.

This year’s goal is to have at least 3 standardized ICT laboratory in 3 different orphanages in Moldova (North, Central and South).

Nisporeni!

After a long day delivering computer desks donated by Pentalog in Moldova, my colleague and i decided to cool of the day by looking for a cafe to chill. As we were walking down the city, it looks as if nothing is happening in the city, well you can imagine a small city about 1 hour drive from Chisinau cant be compared.

We walked in the main district and couldnt find a cafe so we decided to ask a cabby since they know every loop and corner of the city, he said there are no many cafes around because of youths act of alcoholism and hooliganism, he told to walk back and keep the right side that we will find a place called Mamaliga Cafe, we walked back and we found it but it was closed and we decided to go to Alimentara “grocery store” to buy some drinks and sit somewhere across the road, while we had our drinks and going to where we will be sitting, we found some dudes biking and stunting. Actually, i spent most of my time starring at them and i came to realize that no cars where coasting right to left and vice versa, was very surprise and thought maybe it was a city with less population of car drivers.
